The Scoping Study Report on Energy Transition Minerals Governance and Mining Revenue Management in Cebu and Palawan presents a comprehensive analysis of the governance structures and revenue management practices associated with the mining sector, focusing specifically on energy transition minerals (ETMs) like nickel, copper, and gold. These minerals play a crucial role in global decarbonization efforts as they are essential components in technologies such as solar panels, wind turbines, and electric vehicles. The report highlights the significant reserves of ETMs in the Philippines and the challenges involved in ensuring that the benefits of these resources are fully realized, particularly at the local level where the economic, social, and environmental impacts of mining are most prevalent. The study emphasizes the necessity for enhanced transparency, stakeholder engagement, and capacity-building to address governance gaps and optimize the contributions of ETMs to local development.


This scoping study, authored by Marianne Fabian, Abigail Ocate, and Marco Zaplan of the Gov Data Initiative (GDI), is part of the CDA Digital Innovation Hub Project managed by the Manila Observatory (MO) and implemented in partnership with the Sustainable Development Strategies Group (SDSG). The study is funded by the United States Agency for International Development (USAID) through the Powering a Just Energy Transition Green Minerals Challenge. It maps out the legal and institutional frameworks, analyzes production trends, and identifies key stakeholders in the ETM sector in Cebu and Palawan. Using data collection methods such as desk reviews, key informant interviews, and focused group discussions, the report offers valuable insights into the opportunities and challenges faced by local governments, industry players, and communities in managing mining revenues and promoting sustainable development.
