Workshop 2: Optimizing mining revenues and alignment with SDMP for improved local development planning

Duration: 180 minutes

This workshop will engage participants to compute the shares from the national wealth of local government units (LGUs), particularly the barangay. They will also review the mining company’s community needs assessment report and 5-year Social Development and Management Program (SDMP) to propose a project that complements the SDMP and addresses unmet needs in the community without duplicating existing initiatives.​

Outline

  • Mechanics (10 minutes) Overview of the workshop instructions and present the community needs assessment, the planned projects under the 5-year SDMP, and the worksheet.

  • Group work (120 minutes) Participants will compute the shares from the national wealth of the barangay, review the community needs assessment report and 5-year SDMP, and propose projects to the barangay that meet the community's needs. The project should ideally complement and not duplicate projects in the SDMP.

  • Presentation (30 minutes) Each group will briefly present their project proposal to the barangay.

Mechanics

  • Step 1: Participants will be grouped into teams of 4-5 people.

  • Step 2: Participants will compute the barangay’s share of the national wealth using the worksheets provided. Based on the total excise tax on minerals (PHP 567,512,963.76) for the fiscal year 2018, participants will calculate the LGU share (40% of the excise tax) and the Barangay share (35% of the LGU share).

  • Step 3: They will review the community needs assessment report and the planned SDMP projects for 2019-2023. Each group will analyze the unmet needs from the community needs assessment report and the projects listed in the SDMP to ensure that their proposed project addresses a gap not yet covered by the SDMP.

  • Step 4: Groups will develop a project proposal to the barangay council of Barangay Biga, Toledo City based on the 10% of the computed barangay share. A project proposal template is provided in the worksheet.

  • Step 5: Using the manila paper and pens provided, each group will summarize their findings and proposal into a 3-minute presentation that includes:

    • The computed Barangay share.

    • The proposed project

    • Budget and timeline for the project.

    • Community involvement and sustainability plan.

  • Participants may also use PowerPoint or Canva to present their project proposal.

The best group will win exciting prizes. Criteria for judging are as follows:

  • ​10% accuracy of data

  • 40% comprehensiveness and relevance of the program/project

  • 30% community involvement and sustainability plan

  • 20% presentation and audience impact
